The City of Elk River has financing available for homeowners to make property improvements. The Housing Rehabilitation Loan Program is designed to supplement existing loan programs available from Minnesota Housing Finance Authority (MHFA), Center for Energy and Environment (CEE), private lenders and other housing resources.
Eligible projects include most interior and exterior permanent improvements such as roofing, doors/windows, plumbing, electrical, HVAC, insulation, solar, garage, driveways, sidewalks/steps, painting, flooring, additions, and landscaping.
