Todd was a 16-year veteran of the department and has served as patrol officer, and detective receiving several departmental awards. In addition, he was a firearms instructor, SWAT negotiator, and field training officer.
This has been an enormous shock to our department. Officer Besser was a devoted member of our work family and will be deeply missed.
Funeral Services for Elk River Officer Todd Besser, and his son Blake will take place on Sunday, May 17 at the Elk River High School (900 School Street, Elk River, MN).
The public is welcome at the service which will begin with a visitation at Elk River High School from 11:00 a.m. to 2:00 p.m. followed immediately by the funeral in the school gym. Following the service a law enforcement procession with family, officers, and community members will make its way to Orono Cemetery in Elk River for burial service.
A memorial fund has been established in Officer Besser's name at The Bank of Elk River, 633 Main Street, Elk River. This is the only official memorial fund.
