Do I need a rental license?

The operation of residential rental properties is considered a business enterprise that gives rise to certain responsibilities. Per city ordinance, every rental dwelling, including single-family rental dwellings, must be licensed.

How often do I need to renew my rental license?

Rental licenses must be renewed annually. You will receive an invoice via the email address on file.

How often does my rental property need to be inspected?

Rental properties are inspected annually once the renewal application and any applicable fees have been received.

How do I apply for a rental license or renew my current license?

You will need to complete an online application and submit any applicable fees. The Citizenserve Guide was created to help walk you through the process.

What are the rental license fees?

Rental dwelling application/license fees are established annually by ordinance, the current fee schedule can be found here 

Do I have to be present for the inspection?

Yes, we do require there to be someone on site to meet with the inspector for the inspection. This person could be the landlord, agent, tenant, or some other representative of the property.

I just sold my rental property, can I transfer my license to the new owner?

Rental licenses are non-transferable. The new owner will need to submit an online application.

I am looking at renting a property in Elk River. How do I know if it is licensed or not?

You can visit the Rental License Portal and enter the address of the property. This will allow you to see if it has a current license.

Do I need a rental license if I plan to use my property as an VRBO or Airbnb?

If you will not be present on site with the guests during their stay, you will need a rental license.

Do I need a rental license if I rent an extra room out in my house?

A single family residential property that is occupied by the owner and two or fewer tenants where the owner and tenants share all living space within the dwelling does not need a rental license.

Are there any exceptions for needing to obtain a rental license?
