About Us
The Environmental Division, which is part of a larger Community Operations and Development Department, has the role to maintain and improve the quality of the environment as it relates to the health, safety and welfare of the residents of Elk River.

Division staff works to ensure that rules and regulations pertaining to the environment are followed and assists the Energy City Commission.

The division is responsible for:
  • Administration of the Wetland Conservation Act (WCA) rules and regulations 
  • Administration of the city’s garbage, recycling, and organics program 
  • Administration of environmental ordinances including Shoreland, Floodplain, Wild and Scenic, Mineral Excavation, and Vegetation
  • Administration of environmental permits for gravel mining, Elk River Landfill, Great River Energy’s Resource Recovery Project
  • Coordination of various Energy City activities and tours
  • Serves as liaison to regulatory bodies and citizens on environmental issues 
  • Coordination of various environmental education efforts within the city
