ERtV Cable Channel 180 
Facilitates public outreach with video productions for Cable Channel 180 as well as the city's YouTube Channel. Channel 180 assists with the following:
  • Assists cable customers with unresolved cable service problems
  • Oversees PEG (Public Educational Government) programming
  • Provides information to the community:
    • Civic and public events
    • Issues and political activities of area governments
    • Community organizations

ERtV Channel 180 is part of the Sherburne Wright Cable Commission, who administers and oversees the cable franchise with cable provider Charter Communications.

What is a cable franchise?
In order to provide their services, cable companies have to use the public rights-of-way (ROW) to install their cable equipment and facilities throughout the city. A cable franchise is the formal agreement between the city and a cable provider outlining the terms and conditions under which it can use the public ROW. The franchise imposes various obligations on the cable company including compensating the city for use of the ROW, protecting the rights and interests of Elk River residents and cable subscribers, and providing certain public benefits.

Charter is currently the primary source of cable television services in Elk River. They currently operate in Elk River under a franchise agreement effective since January 2005. The agreement allows Charter to use the city's ROW in return for the payment of certain rental fees - known as franchise fees - and other benefits for Elk River and its residents. Charter's current franchise expires January, 2020.
